The main development this week is Serraj's proposal for a new path to political reconciliation in Libya to include both parliamentary and presidential elections in March of 2018. Additionally, oil production has risen to 1.1 mbpd as WAHA consortium has reopened al-Zagout field which feeds Sidra port. However, the big picture issue hovering above all developments in Libya is the extent to which Qatar/UAE+Saudi tensions will prevent a reconciliation in Libya if they continue or intensify. Alternatively, if a face saving solution was found for Qatar to re-enter the GCC fold progress in Libya could be very swift indeed.
