The report marks six months since the catastrophic flooding in Libya’s eastern region and the city of Derna, where at least 4,352 people were killed and entire neighbourhoods were washed into the sea. Taking note of the mounting public anger at the authorities, Amnesty International also found that they ‘have failed to fully investigate whether Libyan authorities and those in de facto control of disaster-hit areas failed to protect people’s rights to life, health and other human rights’. It also raised concerns that senior military commanders and political officials ‘will evade responsibility’.
