On 19 April, Amnesty International published a report accusing the Internal Security Agency (ISA) operating under the control of the Libyan National Army (LNA) of arbitrarily detaining peaceful protestors. Amnesty cited a protest which took place on 19 March in Sirte, where 10 protestors and a journalist were arbitrarily detained by the ISA Thirty people partook in the protest, which called on the international community and local authorities to provide compensation for victims of the 2011 NATO airstrikes. Analysis of videos and eyewitness testimony indicate it was peaceful. In the following week, ten protesters, all belonging to the Qadhadhfa tribe, were reportedly arrested by armed men affiliated with the ISA, with sources claiming some were taken from public places or their homes and had their heads covered before being put into unmarked cars. Ali al-Refawi, a reporter for the Libyan TV channel 218, was also arrested by armed men on 26 March. According to Amnesty, all are being detained at undisclosed locations. These incidents follow similar LNA crackdowns on protests, including the arrest of 13 men in November 2021 for allegedly participating in a pro- Saif al-Islam Qadhafi demonstration before the now-postponed December 2021 elections.
