On 5 July, Foreign Affairs magazine published an article by Frederic Wehrey and Andrew S. Weiss titled ‘The Right Way for America to Counter Russia in Africa’. The article looks at Russia’s growing presence in Africa, especially in light of the US military withdrawal from key counterterrorism partners in the Sahel, who are now turning to Russia for security assistance. The authors also shed light on how the Kremlin ‘has been pouring mercenaries, proxies, and materiel into Libya for the past six months, adding to its already sizable presence in that country’. They note the West’s ‘failure in Libya’, describing the country as ‘an important access point for Russia in the Mediterranean and a springboard for operations in other parts of Africa’.
