How is Russia's Libyan strategy articulated?

On 28 January, analyst Leonid Isaev published an article with Riddle in which it analysed the position of Russia in Libya. For Isaev, there has been a marked evolution of the Russian policy in the Middle East and North Africa (MENA) region over the past year, characterized by Russia looking for alternatives to military means to mark its presence in this strategic geographical area. Isaev argues that Libya is a key priority for Moscow, because imposing itself among the actors of Libya’s post-crisis transition could grant Russia leverage over key international or regional players. According to Isaev, presence in Libya could ensure Russia dividends from cooperation with regional and international players. As an example, he demonstrates that Russia does not have immediate interests in Libya’s resources but is interested in being accounted for in Libya as such a position could grant it control over the access of other powers, such as France or Italy, to these resources.Click here to read the analysis.
