On 7 August, the International Crisis Group (ICG) published a report by Libya analyst Claudia Gazzini titled ‘Forming a unity government may be Libya’s best bet for healing rift’. In her article, Gazzini argues that despite ‘significant obstacles’ and criticism, the plan recently approved by the House of Representatives (HoR) to appoint an interim unity government as part of a roadmap to general elections ‘presents a concrete path for moving Libya beyond the political stalemate that has plagued it for so long’. Given certain ‘refinements’ to the approved plan, Gazzini believes that the United Nations and other external actors should support the plan, which ‘might not be the ideal way out of Libya’s political crisis, but for now it is the only realistic path to reunifying the country’.
