Jason Pack appeared on TV2Africa and discussed what he called a 'multi-polar' civil war in which there are numerous, often competing, forces involved. This greatly complicates the situation. Libya at this time does not have a functional government -- it has two rival 'governments'. Outside actors such as the UN favor one side, while Egypt and Russia are involved with funding and arms to other participants. ISIS is a strong, very destabilizing presence.
