In an article for Foreign Policy, Tarek Megerisi discusses how, despite the defeat of the remaining IS fighters in Sirte being all but complete, the victory is hollow because no united anti-IS coalition has been formed and the conditions which allowed IS to gain a foothold and thrive in Libya in the first place still persist.
