'No countries should have elections without a constitution'

In his latest article for The Arab Weekly published on 28 January, Karim Mezran, a resident senior fellow at the Rafik Hariri Center for the Middle East, raises concerns about the current initiatives implemented in Libya to move beyond the political deadlock and bring forward solutions to the security and economic crisis. For the author, the UN roadmap which focuses on the organisation of a National Conference and on a referendum on the constitution, remains too vague. Mezran rightly points out that there should not be elections without a constitution and that Libya is in need of a robust constitutional framework to allow for the development of functioning state institutions.Click here to read the full article.
