Salame's "Plan B" for Libya

In an article for Middle East Institute published on 30 October, Jonathan M. Winer reviews the UN’s « Plan B » for Libya and proposes a complementary solution to address Libya’s militia issue. The « Plan B » proposition is an alternative proposition of the UN Special Representative to Libya Ghassan Salame’s to address Libya’s political stalemate if it persists. Plan B would come after the initial roadmap set up by the UN, which has not proved successful thus far. Salame’s alternative roadmap plans for the organisation of a nation-wide assembly gathering Libyans factions, from which would emerge a Libyan National Council. This Council would ask the UN Security Council to withdraw recognition of all Libyan institutions and pass a resolution regarding the organisation of elections within six months. For the author, Salame’s Plan B constitutes a real alternative to the current situation. However, Winer argues that the proposition falls short of a solution regarding militias. To address this issue, Winer proposes a complementary plan, which would be the implementation of what he calls an « economic-military-political package » focused on the revaluation of the Libyan currency in order to reduce the value of the militia’s revenues.
