On 7 Nov, the Special UN Envoy to Libya Ghassan Salame presented his brief on Libya to the UN Security Council. In his brief, Salame was very critical of Libya’s main institutions, the House of Representatives (HoR) and the High State Council (HSC), accusing them of deliberately wasting time and failing to uphold their responsabilities. Salame’s brief also officially marked the abandon of the plan by the international community to hold elections by December 2018. However, the Special Envoy introduced the first step of the UN’s « Plan B » for Libya, which is the organisation of a National Conference (Multaqa) in early 2019.Click here to read the brief in full.
