The 2017 UN Action Plan for Libya is Dead

In an article published with the Atlantic Council on 17 September, Elissa Miller argues that the UN Action Plan for Libya presented by UN Special Envoy to Libya Ghassan Salamé in September 2017 is dead. The plan, she writes, fell victim to the persisting intervention of foreign actors, such as France and Italy, in Libyan affairs. According to the author, the fundamental issues in Libya that the action plan intended to address persist. Any further attempts by the UN to implement solutions in Libya are likely to fail if key actors continue to pursue their own interests in Libya, she writes.Click here to read the article.
