On 12 January, Peter Kirechu, former program director of the Conflict Finance and Irregular Threats Program at the Center for Advanced and Defense Studies, a specialist on illicit transnational networks in the Middle East and Africa, published with War On the Rocks a commentary on the current state of the UN arms embargo on Libya. Kirechu denounces the failures of the UN-adopted measure, which are rooted in textual handicaps pertaining to the resolution as well as in the Council’s incapacity to assign culpability to violators of the agreement.
