Libya_ the battle for peace in a failing state _ Financial TimesOn 10 January 2019, Andrew England and Heba Saleh published with The Financial Times an analysis of the crisis in Libya and perspectives for the future. The two authors note that recent breakthrough, such as the ceasefire between key militias brokered by the UN and the tax on foreign currencies implemented by the Governement of National Accord (GNA), suggest that diplomatic efforts are gradually having a real impact. The UN’s plan for Libya, which includes the organisation of a National conference in early 2019, could eventually lead the the unification of the country. However, the authors also point out that new elections could lead to renewed violence and further divisions within Libya. In the article, England and Saleh also provide a guide to Libya’s important political figures, among which National Oil Corporation (NOC) Mustafa Sanalla. The article evokes Sanalla’s committment to keep crude oil flowing in Libya since 2014, and the constant tensions revolving around oil infrastructure.
