On 12-13 November, Italy is hosting its international conference on Libya in Palermo, an initiative aimed at gathering Libyan factions and international actors to push forward a solution to Libya’s persisting crisis. Reports from Reuters suggest that East Libyan General Khakifa Haftar, head of the Libyan National Army (LNA), has decided not to take part in the conference but will instead attend meetings in Italy with heads of state. However, thus far it remains unclear what stand Haftar has adopted as other sources report that the General will participate in the meetings. Haftar’s absence from the conference would likely undermine any solution resulting from the talks.
