On 4 October, the Independent Fact-finding Mission in Libya created by the United Nations Human Rights Council last year published its first report. The report discussed, among other subjects, the impact on civilians during the 2019-2020 War for Tripoli, the treatment of migrants, refugees and other vulnerable minorities, many of whom are being held in arbitrary detention in secret prisons, and the presence of mercenaries in Libya and related violations of international humanitarian law. The report stated that these findings offered ‘reasonable grounds’ to believe that such acts amount to crimes against humanity and war crimes, and that further investigation was required to establish responsibility for these crimes.
