On 19 July, the European Council on Foreign Relations published a research paper written by Tarek Megerisi exploring the local solution as the way forward for the stabilization of Libya. Megerisi identifies three core areas on which the international community should focus to restore stability in Libya. The first area should be the economy of the country, the author advises that in order to allow for the stabilization of Libya, the international community along with the Libyan institutions must address Libya’s economic issues. Criticizing the lack of capacity of the Government of National Accord (GNA), Megerisi argues that Libya’s future needs to be worked on at the local level, and encourages the international community to support and strengthen local actors, such as municipalities, and not solely engage with the major political figures and institutions in regards to stabilisation.
