On 24 March, the Middle East Institute (MEI) published an analysis article by Jonathan M. Winer, titled ‘Illegal arrest and detention of Libyan Asset Recovery head reflects worsening Libyan corruption’. In his article, Winer looks at the arrest of Mohammed Mensli, the head of the Libyan Asset Recovery and Management Office (LARMO), who was on the verge of making potentially significant recoveries of stolen Libyan assets. As such, he argues, Mensli’s continuing imprisonment suggests that those associated with his captivity are attempting to force him to disclose sensitive financial intelligence with the goal of enabling them to seize control of recovered assets for their own gain in the absence of any controls at all.
