In a recent article with The Times published on 27 January, Samer Al-Atrush reports on the decision by Libya’s National Oil Company (NOC) to open a hub in London that will work with British companies on consultancy and asset management contracts. As indicated by Al-Atrush, for the NOC, this new hub is part of its strategy to upgrade Libya’s oil industry.
