On 9 June, Libya Analysis LLC founder and president Jason Pack spoke on Voice of America's Africa News Tonight about Libya's 'symbolic fight' for control over security institutions. For Pack, Government of National Unity (GNU) Prime Minister Abdul Hameed Dabaiba's attending a military graduation ceremony in western Libya and failing to attend a military parade held by the eastern-based commander Khalifa Haftar illustrated the difficulty of creating a unified Libyan army.
