On 21 May, Middle East Institute (MEI) released a report by Jonathan M. Winer which looks at the origins of the Libyan conflict and proposes options for its resolution. Winer argues that Libya faces the threat of an extended war of attrition as a consequence of General Haftar’s assault on Tripoli, with dire humanitarian impacts for the Libyan population.
