On 23 July, Jalel Harchaoui and Mohamed-Essaïd Lazib published with Proxy War Project (PWP) Conflict Studies a report on Libya untitled Proxy War Dynamics in Libya. PWP is an initiative funded by the Carnegie Corporation of New York focusing on the wars in the Arab world. In the report, Harchaoui and Lazib propose a review of the actors of the Libyan conflict and the history of the conflict since the fall of Qaddafi. They also illustrate the links between national actors and regional and international powers, reaching the conclusion that “conflicts are often both hyperlocal and closely linked to foreign states”. Harchaoui and Lazib argue that in the midst of these tensions, the United States appears as the only actor who could play the role of peace broker. However, they note:
Given that Washington is unlikely to make a genuine comeback in Libyan affairs as a peace broker, a more probable scenario is perpet-uation of the civil war.
