On 23 October, ReliefWeb published a report following up on the Derna flooding disaster and citing UNDP warnings of a potential ‘second emergency’. According to the report, concerns about the looming rainy season are driving the UNDP’s crisis response priorities, namely the swift removal of the tonnes of debris left by Storm Daniel and the collapsed dams, which could impact their ‘already limited access, with increased risk of flooding and landslides’. The report cites UNDP Libya Resident Representative Christopher Laker, who asserts the need to ‘clear the mountains of rubble, begin vital repairs to water and sanitation infrastructure, and ensure people can earn a living and have access to cash, so that survivors don't face a second emergency’.
