On 24 October, Chatham House published an article by research fellow Tim Eaton, titled ‘Reconstructing Derna: The Libyan state has failed its people and the international community has a responsibility to make amends’. In his article, Eaton criticises the official response to the flooding disaster that devastated Libya’s eastern region, arguing that ‘bickering authorities have demonstrated little willingness to date to compromise in the national interest’. He further calls for the establishment of a Derna reconstruction fund that ‘must navigate political divides to be Libyan-owned and internationally overseen’.
