Nicola Pedde published on 7 November an article with Atlantic Council on the upcoming Palermo Conference organized by the Italian government on 12-13 November. In the article, Pedde insists on the necessity for all actors to be represented at the event, both the Libyan factions and international actors. He also highlights the changing narrative of the Libyan political narrative and the failure by external actors to integrate this evolution. Pedde also adds :
It is perceived by locals in Libya that the opening up of Italy's approach to various political actors is a weakness of the Italian position. It is seen as a desperate move rather than an ability to satisfy both sides.
