In an article for The National Interest published on December 9, Edward P. Joseph reflects on the results of the Palermo Conference as well as on the new Action Plan presented by the UN Special Mission to Libya (UNSMIL). According to Joseph, the UN solutions for Libya should focus on two notions. First, fostering greater transparency regarding the distribution of resources and second, developing a new strategy of bottom-up stabilisation of Libya through municipalities.
