In his latest article, which was published in French with The Conversation and in English with The Washington Post, Wolfram Lacher argues that General Haftar’s initial plan to overtake Tripoli has failed. For Lacher, General Haftar expected that the launch of an offensive by the Libyan National Army (LNA) would divide Western Libyan armed groups.
